Sima Dezong, also known as Ande, is the eldest son of Emperor Xiaowu. History says he was gifted with poor intelligence, unable to speak since he was a child, and unable to distinguish between hot and cold. Emperor Xiaowu died suddenly in 396, and he came to the throne at the age of fifteen. The government was successively controlled by the Prince of HuijiSima Daozi and his son Sima Yuanxian. There were endless disputes between the nobles and local warlords: Wang Gong and Yin Zhongkan successively raised armies. In 399, Sun En revolted in Kuaiji, causing chaos in the southeast.

In 400, Huan Xuan occupied Jingzhou. In 402, he invaded Jiankang, killing Sima Daozi and Yuan Xian. In 403, he deposed Emperor An and proclaimed himself emperor, naming his country Chu. In 404, Beifu general Liu Yu raised troops in Jingkou, defeated Huan Xuan, and Emperor An was restored to power. After that, Liu Yu took charge of the government. He destroyed Nanyan in 410, pacified Lu Xun in 411, implemented the Yixi Tujuan in 413, and destroyed the Later Qin in the Northern Expedition from 416 to 417, and invaded Chang'an. In 418, in order to succeed the Jin Dynasty, Liu Yu sent people to hang Emperor An. At the age of thirty-seven, he appointed his younger brother Sima Dewen. Emperor An reigned for twenty-three years and never held real power.

Emperor An of Jin Dynasty was ignorant and ignorant. He was a puppet in the hands of powerful ministers of various factions throughout his life. He had been in power for more than 20 years, and history records that it was difficult for him to be independent. Almost all government decisions came from powerful ministers. During his reign, Eastern Jin experienced Wang Gong's rebellion, Sun En's uprising, Huan Xuan's usurpation and the rise of Liu Yu. The clan politics collapsed and was replaced by Liu Yu, a warrior from a humble family. Culturally, Fa Xian's journey to the west, Kumārajīva's translation of scriptures, Tao Yuanming and Gu Kaizhi's achievements are precious legacies left to future generations in this troubled time.
