In October of the same year, his younger brother Tuoba Shao murdered his father. He sneaked back to Pingcheng and, with the support of guards and ministers, killed Tuoba Shao's mother and son, and became emperor at the age of eighteen.

During his reign, he used Zhangsun Song, Cui Hong and other "eight princes" to manage the government affairs, and relied on Cui Hao to make plans. Internally, he appeased the people and recuperated, and externally resisted Rouran and built the Great Wall. When Liu Yu died in 422, he took the opportunity to expedition south and captured important towns in Henan such as Huatai, Hulao, and Luoyang. He died of illness the next year at the age of thirty-two, and Crown Prince Tuoba Tao succeeded to the throne.
