Yuan Hong's real name is Tuoba Hong, the eldest son of Emperor Xianwen. His biological mother, Mrs. Li, ordered him to die after he was established as Crown Prince, and he was raised by his grandmother Fengtaihou. In 471, he ascended the throne by his father Zen at the age of five. After the death of Emperor Xianwen in 476, Fengtaihou came to the throne again. Assisted by Li Chong and others, she implemented the banlu system in 484, promulgated the land equalization order in 485, established the three-chief system and reformed the tenancy system in 486. The Northern Wei Dynasty transformed from a tribal tradition to a mature Central Plains-style country.

Fengtaihou died in 490, and Emperor Xiaowen took charge. He believed that Pingcheng was located in the north and it was difficult to manage the Central Plains. In 493, he led his army to Luoyang in the name of a southern expedition and officially moved the capital the following year. Subsequently, an order was issued to ban Hu clothing and cut off the Northern language. It was stipulated that Xianbei moved to Luoyang and took Luoyang as his native place. In 496, the Tuoba surname was changed to the Yuan surname, the family name was designated, intermarriage between Xianbei and Han nobles was encouraged, and official rituals and music were reformed with reference to the system of the Southern Dynasties.

The reform was resisted by some Xianbei nobles. Crown Prince Yuan Xun tried to escape to Pingcheng and was condemned to death. Mu Tai and others rebelled in Pingcheng and were suppressed. In his later years, Emperor Xiaowen made successive southern expeditions to the Southern Qi Dynasty and captured the counties in Mianbei. He died of illness in Gutangyuan during the southern expedition in 499 at the age of thirty-three.

Emperor Xiaowen inherited Fengtaihou's reforms and pushed them further. He moved the capital to Luoyang and implemented comprehensive Sinicization. This transformed the Northern Wei Dynasty from the Xianbei tribal power to the Central Plains dynasty, which greatly accelerated the integration of various ethnic groups in the north. Systems such as equal land and three chiefs were also inherited by the Sui and Tang Dynasties. However, during the process of Sinicization, the nobles who moved to Luo quickly became cliquey and corrupted, while the military and civilian status of the six towns remaining in the north dropped sharply, and the N & S division became deeper, laying hidden dangers for the future uprising of the six towns and the split of the Northern Wei Dynasty.
